Every time I try to open LSB 2 from the shortcut on my desktop, or from the start menu, I get the following error:

Lutheran Service Builder 2 does not have permission to access
    C:\Program Data\Concordia Publishing House\Lutheran Service Builder 2\lsb.log
If you are running Windows Vista and UAC is turned on, try deleting
“lsb.log” and running Lutheran Service Builder 2 again. Or ask an
    Administrator to give you privileges.

I have gone into the Program Data folders and there's no lsb.log file. I have gone into the Applicaton Properties and given "Users" total access to all priviledges.

In the UAC, there are two users, Administator and Pastor. Both have total open access to everything. Yet, when signed in under Pastor, I can't open LSB 2, except to go to the C:\Program Files\Concordia Publishing House\Lutheran Service Builder 2\lsb application and click "Open as Administrator.

Due to security reasons, I can't disable UAC.
